I have not yet been able to obtain complete

returns but in case you wish for an interim estimate I

consider that a round figure of 2,000,000 should be within

10% either way.

(a) I estimate that New Territory population has increased

from 98,905 by 68% in New Territories North and 10% in

New Territories South to 150,700. The New Territories

North figures are based on third class Railway returns

for travel between British section stations and are

supported by other figures.

(b) The Harbour population has increased to at least 84,000

compared with 75,000.

This is based on the number of

junks, etc. in the harbours taking approximately seven

persons per junk which was the rate in 1911.

(c) The European population (based on consumption of beef)

has perhaps increased to 50,000. "Europeans" generally in-

cluding Eurasians, local Portuguese etc.

Adding in the above figures (a), (b) and (c) where

appropriate the total population of the Colony within the last

two or three months has been:-

On basis of death rate

Infantile death rate

(a much more reliable guide)

Dead bodies buried or removed.

Sanitary Department nuisances.

Charcoal consumption (January to March)

Consumption of Chinese Paper.

The only figure which can be taken as reliable in the above

is the first of the figures based on the infantile death rate

which is almost certainly reliable to within 10% either way.
